Cannot download Flash Player 8

I am unable to download Macromedia Flash Player 8. No Active X control appears.

My Active X is blocked by my computer, but for me there is a horizontal bar
across the screen directly underneath the top toolbar which always me to click
on it to grant access. Look underneath the address bar and it is usually a
pale yellow.
